The car only partly visible in the picture is taking the last parking spot here. There is no spot where the Volkswagen is parked, and there most definately isn't one where the BMW is parked. The traffic sign shows that parking spots are from there on to the right.
This is a triple failure. First, though the traffic sign is not visible in these pictures, this is a no-parking zone. Second, the car is parked on the pedestrian/cyclist lane. Third, the car is parked right in front of the zebra crossing (in Finland you are not allowed to park closer than 5 meters before a zebra crossing).
A lot is wrong with this picture. Multiple cars parked right on the drive way. The BMW, though only partly visible in this picture, is parked right in front of the shop doors. There are no parking places there, it's an area for pedestrians.
This photo has been taken at Imatra (another border town). The car did not have any signs indicating it was allowed to park on places for the disabled.
